Abstract

Democracy in the managemen of public services to being part of the public service ethic that should be realized by the bureaucracy. In the public service always  accentuate democratic value such as justice, equality, participation, and public interest accommodation. Demands of better and more satisfy services to the public must be met by the government public service provider. The government attitude and behavior are still likely authoritative and providing services to the public. The public service providers management are  still have the quality of regulating, instead of serving the public. Public service becomes important because it can be used as a variable success of the government and local governments in the implementation of regional autonomy.
