ABSTRACT
Local government policies in the form of regulations are often not pro-poor.
Solving the problem of poverty cannot be done partially but must be comprehensive
and start from the subject, namely "the poor people". Poverty programs originating
from the center are often uniform in nature, thus ignoring local initiatives and
characteristics. Local governments can make program modifications or refinements to
make them more focused and effective on program subjects (the poor), by involving
various elements of society. The need for local governments to make indicators of
regional government concern for the poor.

ABSTRAK
Kebijakan pemerintah daerah berupa regulasi sering tidak berpihak kepada
penduduk miskin. Pemecahan masalah kemiskinan tidak bisa dilakukan secara
parsial tetapi harus bersifat komprehensif dan dimulai dari subyeknya, yaitu “ si
penduduk miskin “ tersebut. Program penanggulangan kemiskinan yang berasal dari
pusat seringkali bersifat seragam sehingga mengabaikan inisiatif dan karakteristik
local. Pemerintah daerah dapat melakukan modifikasi atau penajaman program agar
lebih terfokus dan efektif kepada subyek program (penduduk miskin), dengan
melibatkan berbagai elemen masyarakat. Perlunya pemerintah daerah membuat
indikator keperpihaan pemerintah daerah terhadap penduduk miskin.
