IMPLEMENTASI KEBIJAKAN PENGELOLAAN SAMPAH DI KOTA SEMARANG

Abstract

Garbage is a complex problem. High population growth has a big impact on waste production. Waste production is not comparable to waste management, and land area is limited. The city of Semarang manages waste with a sanitary landfill system that is able to produce methane gas from the rest of the waste to produce electricity and biogas. Even though they have used sanitary landfill, it is still inadequate. The number and quality of human resources, waste management infrastructure facilities are still inadequate. The Semarang City Government has made an arrangement by issuing Regional Regulation 6 of 2012 concerning Waste Management. This study aims to determine the implementation of the policy, especially article 17 of Law No. 6 of 2012. The study was conducted with a descriptive qualitative method. Data collection is done by observation, and in-depth interviews and secondary data. The results of this study show that the Semarang City Government has carried out the mandate as per post 17, but it has not been optimal, because waste production continues to increase, has not been fully supported by better infrastructure, low quality human resources and low community participation

Abstrak

Sampah merupakan persoalan yang kompleks. Pertumbuhan penduduk yang tinggi berdampak besar bagi produksi sampah. Produksi sampah tidak sebanding dengan pengelolaan sampah, dan luas lahan yang terbatas. Kota Semarang mengelola sampah dengan sistem sanitary landfill yang mampu menghasilkan  gas metana dari sisa sampah menghasilkan listrik dan biogas. Meskipun sudah menggunakan sanitary landfill namun masih belum mencukupi.  Jumlah dan kualitas SDM, sarana prasarana pengelolaan sampah masih belum mencukupi. Pemerinath Kota Semarang telah pula melakukan pengaturan dengan menerbitkan Perda 6 tahun 2012 tentang Pengelolaan Sampah. Penelitian ini bertujuan mengetahui implementasi kebijakan khususnya pasal 17 Perda Nomor 6 Tahun 2012 Tentang Pengelolaan Sampah. Penelitian ini dilakukan dengan metote deskriptif kualitatif, yang pengumpulan datanya dilakukan dengan observasi, dan wawancara mendalam didukung data sekunder. Hasil penelitian ini menunjukan bahwa  Pemerintah Kota Semarang sudah melaksanakan amanat sebagaimana pasal 17, namun belum optimal, karena produksi sampah yang terus bertambah, belum sepenuhnya didudkung oleh sarana prasarana yang makin baik, kualitas SDM yang belum memenuhi dan partisipasi masyarakat yang rendah.
