IMPLEMENTASI PELAYANAN PENGUJIAN KENDARAAN BERMOTOR DALAM PEMENUHAN PERSYARATAN TEKNIS DI DINAS PERHUBUNGAN KOTA SEMARANG

ABSTRAK
Tujuan peneltian untuk mendeskripsikan dan menganalisis proses implementasi, faktor pendukung dan penghambat pelayanan pengujian kendaraan bermotor di Dinas Perhubungan Kota Semarang. Pendekatan kualitatif sebagai dasar unuk mendeskripsikan dan menganalisis pelayanan pengujian kendaraan bermotor dan faktor pendukung dan pendukung implementasi. Hasil penelitian menunjukkan bahwa implementasi pelayanan kendaraan bermotor di Dinas Perhubungan Kota Semarang secara umum relative baik berdasarkan analisis variabel komunikasi, sumber daya,disposisi, struktur birokrasi,
Faktor pendukung kir kendaraan bermotor diantaranya kecukupan SDM, alat uji kendaraan. kendaraan operasional dan sistem pelayanan online (daring). Sedangkan faktor diantaranya kualitas SDM sekitar 20% berpendidikan Sd dan SMP dan berumur diatas 50 tahun sehingga kurang taktis dalam pelayanan, terbatasnya sosialisasi ke masyarakat terkait sistem online (melalui e-KIR, serta BLU-e), dan juga tidak sebandingnya antara jumlah populasi kendaraan yang selalu bertambah dengan SDM yang menangani kir kendaraan bermotor.

ABSTRACT
The purpose of the study was to describe and analyze the implementation process, the supporting and inhibiting factors of motor vehicles testing services at the Semarang City Transportation Service. Qualitative approach was the basis of describing and analyzing motor vehicles testing services and supporting and supporting factors of implementation. The results showed that the implementation of motorized vehicles services at the Semarang City Transportation Service was generally relatively good based on the analysis of communication variables, resources, disposition, and bureaucratic structure. Supporting factors of motor vehicles testing for the Semarang City Transportation Service included the adequacy of human resources, vehicles tested equipment. operational vehicles and online service systems (online). While the inhibiting factors included the quality of Human Resources, namely the presence of Human Resources, around 20% have elementary and junior high school education and 10% were over 50 years old in this case they were less tactical in service, limited socialization to the community regarding the online system (via e-KIR, and BLU-e), and also the disproportion between the increasing number of vehicle populations and Human Resources handling motor vehicle testing.
