Abstrac

The central government to the village government even to the RW and RT levels have implemented health protocols to prevent the spread of the corona virus. The community carries out independent isolation at home. So that people cannot work or carry out activities. The economic order of the people, which still needs a lot of attention, is getting worse with the impact of the corona virus, the middle and lower class people are very vulnerable in fulfilling their daily needs. so that the government locates the use of the Village Fund which is strengthened based on the Circular (SE) of the Minister of Villages, Development of Disadvantaged Areas and Transmigration (Mendes PDTT) No.8 of 2020 concerning Covid-19 Response Villages, as a reference in implementing Covid-19 Response Villages and Solid Implementation Karya Cash Desa (PKTD) using village funds. The purpose of this study is to find out how to determine the extent of the implementation of the policy on the use of village funds in the prevention of Covid-19 in Turitempel Village, Guntur  District,  Demak  Regency  in  2020  and  to  determine  the  driving  and inhibiting factors in Implementation of Policy on the Use of Village Funds in Covid-19 Prevention in Turitempel Village, Guntur District, Demak Regency in

2020. This research is based on the Merilee S Grindle theory where according to Grindle in its implementation theory it says that measuring the success of implementation must be seen from the process.

Abstrak

Pemerintah tingkat pusat sampai pemerintah desa bahkan sampai tingkatan RW dan RT telah menerapkan  protocol kesehatan dalam mencegah penyebaran virus corona. Masyarakat melakukan isolasi mandiri dirumah. Sehingga masyarakat tidak dapat  bekerja  atau  melakukan  aktivitas-aktivitas.  Tatanan  ekonomi  masyarakat yang masih banyak butuh perhatian semakin terpuruk dengan dampak virus corona, masyarakat kalangan kelas menengah kebawah sangat rentan dalam pemenuhan kebutuhan  hidup  sehari-hari.  sehingga  pemerintah  menglokasikan  penggunaan Dana  Desa  yang  dikuatkan    berdasarkan  Surat  Edaran  (SE)  Menteri  Desa, Pembagunan Daerah Tertinggal, dan Transmigrasi (Mendes PDTT) No 8 Tahun 2020 tentang Desa Tanggap Covid-19, sebagai  acuan dalam pelaksanaan Desa Tanggap Covid-19 dan Pelaksanaan Padat Karya Tunai Desa (PKTD) dengan menggunakan dana desa.Tujuan penelitian ini adalah untuk mengetahui bagaimana Untuk mengetahui sejauh mana Implementasi Kebijakan Penggunaan Dana Desa Dalam Pencegahan Covid-19 di Desa Turitempel Kecamatan Guntur Kabupaten Demak   Tahun   2020   dan   untuk   mengetahui   faktor   pendorong   dan   faktor penghambat dalam Implementasi Kebijakan Penggunaan Dana Desa Dalam Pencegahan Covid-19 di Desa Turitempel Kecamatan Guntur Kabupaten Demak Tahun  2020.  Penelitian  ini  didasarkan  pada  teori  Merilee  S  Grindle dimana menurut Grindle dalam teori implementasinya mengatakan bahwa untuk mengukur keberhasilan implementasi harus dilihat dari prosesnya.
