The election of women in the legislature showed a positive upward trend in the election of people's representatives in the 2019-2024 period. However, there are still some areas in Indonesia where women are not permitted to sit in the legislature. The study was conducted to analyze public policy. Representative quota of 30%. This research uses descriptive qualitative method with secondary data as the main database. Based on in-depth interviews, the results showed that setting a 30% quota in legislative policies related to women's representation in the legislature did not support most of the inhibiting factors, both financial, domestic roles, and internal policies of political parties.
