GOOD GOVERNANCE DALAM KEMITRAAN GUNA MELAKSANAKAN PELAYANAN KESEHATAN DI KOTA SEMARANG

Abstract

 

The government needs a partnership to fulfill its duties and obligations in implementing public services, including health services. Partnership with private health facilities is BPJS Kesehatan's effort to fulfill its duties and obligations to implement public health services. In public affairs, it is important to implement good governance, including in partnerships. The research objective is to analyze the application of good governance and determine the driving and inhibiting factors in a partnership to provide health services in the city of Semarang. This research is a descriptive study with a qualitative approach. The results showed that the data were collected through interview, observation and documentation techniques which were then analyzed by using the data analysis technique of Miles and Heberman and the source trangulation test used to verify and validate the data. The research results reveal that the implementation of good governance in partnership to provide health services in the city of Semarang has been implemented. However, there are several principles of good governance that have not been implemented optimally, including responsiveness, consensus orientation, and equity. The driving factors for the implementation of good governance are information disclosure and transparency, mutual undestanding and mutual adjustment as well as a strong and binding partnership commitment. The inhibiting factors are the different perspectives between sectors and the absence of concessions in partnership.

Abstrak

 

Pemerintah memerlukan kemitraan untuk memenuhi tugas dan kewajiban dalam melaksanakan pelayanan publik, tak terkecuali pelayanan kesehatan. Kemitraan dengan Fasilitas Kesehatan Swasta merupakan upaya BPJS Kesehatan dalam memenuhi tugas dan kewajiban melaksanakan pelayanan kesehatan publik. Dalam urusan publik, penting menerapkan good governance, termasuk dalam kemitraan. Tujuan penelitian menganalisis penerapan good governance serta mengetahui faktor pendorong dan penghambat dalam kemitraan guna memberikan pelayanan kesehatan di Kota Semarang. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa data dikumpulkan melalui teknik wawancara, observasi dan dokumentasi yang selanjutnya dianalisis dengan teknis analisis data Miles dan Heberman serta uji trangulasi sumber digunakan untuk memverifikasi dan memvalidasi data. Hasil penelitian mengungkapkan bahwa penerapan good governance dalam kemitraan guna memberikan pelayanan kesehatan di Kota Semarang telah dilaksanakan. Meski demikian, terdapat beberapa prinsip good governance yang belum terlaksana secara optimal, diantaranya daya tanggap (responsiveness), berorientasi konsensus (consensus orientation), dan berkeadilan / keseimbangan (equity). Faktor pendorong penerapan good governance adalah keterbukaan informasi dan transparasi, upaya saling memahami (mutual undestanding) dan saling menyesuaikan (mutual adjustment) serta komitmen kemitraan yang kuat dan mengikat. Faktor penghambatnya adalah perbedaan perspektif antar sektor dan tidak adanya konsesnsus dalam kemitraan.
